Mix gram flour with enough water to form a paste of medium consistency and knead it well. Add all dry ingredients to the paste and mix until well combined. Now add onions, potatoes, green chilies and cilantro leaves in the mixture and mix it well. Heat the oil over medium-high heat.
Using a tablespoon per pakora, pour mixture into the oil and fry for one minute either sides. On a dish spread paper towel to absorb excess oil. Remove fried pakoras and place on the dish until you are done frying all of them. Remove paper towel and serve with chutney or sauce.
