Place beef in a bowl and pat dry with paper towel. Season it with salt and pepper, toss with cornstarch until well coated, set aside. In a skillet, over medium-high heat, drizzle one teaspoon oil and cook green beans for one minute. Add a little water, cover to steam for one minute and transfer them to a plate. Return skillet to high heat and add remaining oil. To it, add beef. Stir-fry until beef is cooked through for five minutes. Reduce to medium heat and add garlic, ginger, soy sauce, vinegar, and sugar; stir quickly to coat the beef. Add back green beans, top with green onions and sesame seeds and serve.
